as entitled. when are this year's zippies given to the winners of top 100 rollerbeatle racers?

Right now, there are npcs in the monastary and Lions arch that will take you to the rollerbeetle racing, where you can get it.

If you placed on the Top 100 Quarterly, you must speak to Little Jack in the RBR outpost to claim your reward. This is the reason that the travel NPCs to this outpost stick around after the festival is over, because players need to be able to get there for the prize. You can accept the reward as soon the arena shuts down for the event (that is, you can no longer enter matches there).

I'm unaware of whether you can pick up a prize won during the CNY at the next opportunity that the arena becomes available, such as the Birthday Celebration or the Dragon Festival. What I can be sure of though is that the prize NPC will be reset by the next time that the CNY comes around.
